    Senator Barnes moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

    Eng. Com. Sub. for Senate Bill No. 4–-A Bill to amend the Code of West Virginia, 1931, as amended, by adding thereto a new section, designated §16-1-19, relating to a child’s right to nurse; and authorizing a mother to breast feed a child in any location where the mother and child have a right to be if the mother observes a basic level of discretion under the circumstances while breast feeding the child.
